QUESTION 1: Shall the Town of Falmouth be allowed to exempt from the provisions of Proposition Two and One Half, so-called, the amounts required to pay for the bond issued for the design, permitting and construction of a new senior center?
QUESTION 2: Shall the Town of Falmouth prohibit the operation of 1 or more types of marijuana establishments within the town and adopt the following bylaw relative to marijuana not medically prescribed to be included in the Code of Falmouth, Chapter 156, Peace and Good Order as:
CERTAIN MARIJUANA ESTABLISHMENTS
Ch. 156, Sec. 14. Consistent with Massachusetts General Laws Chapter 94G, section 3(a)(2), all types of marijuana establishments as defined in General Laws Chapter 94G, section 1(j), to include all marijuana cultivators, marijuana testing facilities, marijuana product manufacturers, marijuana retailers and any other type of marijuana related business establishment that is not specifically permitted or licensed for the prescribed distribution of medical marijuana, shall be prohibited within the Town of Falmouth.
QUESTION 3: SHALL THE TOWN OF FALMOUTH APPROVE CHARTER AMENDMENTS PROPOSED BY TOWN MEETING HELD ON NOVEMBER 14, 2016 RELATIVE TO THE REPRESENTATIVE TOWN MEETING SUMMARIZED BELOW?
Amendment to Article II - The Representative Town Meeting § C2 – 5, Voting, subsection A, adding in the second sentence after, A standing vote, “or a vote by an electronic vote counting and recording system” so as to read: A. The Town Meeting shall establish a system of recorded votes whereby, upon the request of twenty (20) Town Meeting members, the ayes and nays of members shall be ascertained and recorded. A standing vote or a vote by an electronic vote counting and recording system shall be taken whenever a voice vote is not sufficient as determined by the Moderator.
QUESTION 4: Shall the Town of Falmouth vote to direct the Board of Selectmen to communicate with the Governor of the Commonwealth of Massachusetts to employ all means available to ensure spent nuclear fuel generated by the Pilgrim Nuclear Power Station be placed in secure dry casks as soon as technically feasible and consistent with the highest standards, ready to be moved to a permanent federal facility when available in order to protect the health, welfare, and economic interests of the Town of Falmouth and its inhabitants and visitors?
